		<description><![CDATA[<p><img hspace="10" alt="q-photo-dennis-skinner-mp" vspace="10" align="right" src="http://www.mattwardman.com/blog/wp-content/uploads/q-photo-dennis-skinner-mp.jpg" width="235" height="235" />The latest antics of Dennis Skinner, the MP for Bolsover, have - unusually - received some verbatim coverage in the blogosphere by <a title="Skinner's interruption" href="http://waugh.standard.co.uk/2010/06/skinners-interruption-hansardstyle.html" target="_blank">Paul Waugh</a> and <a title="Tom Harris" href="http://www.tomharris.org.uk/2010/06/09/dennis-v-george-round-2/" target="_blank">Tom Harris MP</a>, who was present in the chamber, despite (because?) they were left out of Hansard.</p>
<p>Here's the <a title="Dennis Skinner" href="http://www.publications.parliament.uk/pa/cm201011/cmhansrd/cm100608/debtext/100608-0004.htm" target="_blank">official record</a>, Round 2, Act 1 (round 1 was in 2005 when Skinner was <a title="Skinner kicked out of Commons for 'coke' joke" href="http://www.dailymail.co.uk/news/article-370987/Skinner-kicked-Commons-coke-joke.html" target="_blank">ejected by the Speaker</a>):</p>

<p><em><strong>Mr Dennis Skinner (Bolsover) (Lab)</strong>: If everybody has to share the burden of cutting the budget deficit, will the Chancellor start at the very top, and call upon the royal family to tell them that under no circumstances will they get a single penny of the £7 million increase that they are demanding in the civil list?</em></p>

<p>Er. Yep.</p>
<p>We already have gun laws brought in back in 1997 after <a title="Dunblane" href="http://en.wikipedia.org/wiki/Dunblane_massacre" target="_blank">Dunblane</a> which have <a title="Gun Ban" href="http://www.telegraph.co.uk/sport/othersports/shooting/2307424/Time-to-bite-the-bullet-on-gun-ban.html" target="_blank">prevent our country</a> taking part in international handgun target shooting (unless you happen to be in Norther Ireland). Regardless of your view, this illustrates how far out of line we are with international norms.</p>
<p>If we look at the likely causes trailed in the newspapers for the Whitehaven spree-murders, for example in <a title="The Times on Derrick Bird" href="http://www.timesonline.co.uk/tol/news/uk/crime/article7144460.ece" target="_blank">the Times this morning</a>:</p>

<p>His father’s will, which was made public yesterday, has opened up its secrets more than a decade later. It has emerged that Joe Bird gave David a gift of £25,000 shortly before his death in October 1998. The will required David to subtract the sum from the amount that he would eventually inherit from his father. Subsequently the estate went to his widow, Mary.</p></blockquote>
<p>... then MPs demanding reform of laws to prevent another tragedy like this one should be looking at Inheritance Law.</p>
<p>The panel on Radio 4's Any Questions were right: sit, think and reflect before jerking your knees.

		<description><![CDATA[<p>This is the first exchange between Harriet Harman as Acting Leader of the Labour Party, and David Cameron as Prime Minister.]</p>
<p>Notable points are that Harriet Harman asked about Anonymity for Rape Defendants before they were charged and the reintroducton of the married tax allowances.</p>
<p>Mr Cameron's ripostes were that the Anonymity for Rape Defendants recommendation had previously been made by the Home Affairs Committee when it had a Labour majority, and that the previous Governments changes to Inheritance Tax had already recognised marriage/civil partnerships in the tax system.</p>
<p>The Speaker cut off the MP Ian Davidson when he started making a speech rather than asking a question.</p>
<p>A better tone on both sides, but with some planted questions, and Mr Cameron distinguished himself from Mr Brown by actually answering some questions.</p>

		<description><![CDATA[<p>After all the conversation over several weeks about a new political culture, based on transparency and more straightforwardness than we have been used to in the past, Prime Minister's Questions today is one acid test.</p>
<p>We have been used to Mr Brown simply ignoring questions to the PM for months at a time, though we are equally used to the Opposition asking questions to cause embarrassment, rather than because they want serious replies.</p>
<p>It is called Prime Minister's Questions, and the Prime Minister sets the tone. If the style is to change, it is for Mr Cameron to demonstrate that things are new.</p>
<p>There will never be a complete change of tone, as politics is politics, but there is an opportunity for PMQ to become significantly less like a *pure* punch and judy show.</p>
<p>We have perhaps seen one piece of evidence of a new culture, in that David Laws chose to step down and not claim the payoff to which he had a right - compare that with previous ministers leaving under a cloud, but the next step depends on Mr Cameron.</p>
<p>Mark has a <a title="David Cameron's first Prime Minister's Questions" href="http://markreckons.blogspot.com/2010/06/cameron-should-start-pmqs-as-he-means.html" target="_blank">series of changes is looking for</a>:</p>
<blockquote>
<p>1) Answer the question!<br />
2) Stop with the planted questions.<br />
3) Discourage jeering and heckling.</p></blockquote>

		<description><![CDATA[<p><a title="Caroline Lucas" href="http://en.wikipedia.org/wiki/Caroline_Lucas" target="_blank">Caroline Lucas</a>, the new Green Party MP for Brighton Pavilion, made her Maiden Speech in the House of Commons yesterday. I have reproduced the full speech below.</p>
<p>I'm interested in the section mentioning Trafigura at the end:</p>
<p><em>Last year Honourable Members from all sides of the House helped to shine a light on the actions of the international commodities trading group Trafigura, and the shipping of hazardous waste to the Ivory Coast.</em></p>
<p><em>There was particular concern that the media in this country were being prevented from reporting the issues fully and fairly.</em></p>
<p><em>This remains the case, for new legal actions concerning Trafigura have been launched in the Dutch courts, and are being reported widely in other countries, but not here.</em></p>
<p>I love that of an 1838 word speech, precisely the last 259 words is about the debate at hand. There is a tradition of addressing an MPs own constituency in a Maiden Speech, but this may be pushing it a little far. 		<description><![CDATA[<p>Our current Parliament has a large crop of completely new MPs, who are currently sinking under the weight of new ideas, practices, instructions and the initial wave of constituency work.</p>
<p>However, at a time of personal change they are also looking for new tools and ways of reaching the electorate.</p>
<p>So - for bloggers and small media - this is a short window of time where it is possible to establish a rel If you run a local blog or website you can form a channel for your MP to communicate with their constituents, and now is the best chance to establish a relationship if you have not done that already.</p>
<p>This is a list of the 232 MPs who are "new" to this Parliament, with their constituencies, sorted alphabetically by Constituency. Some of these are established MPs who have changed constituency, but you can quickly tell whether you have a new MP.</p>
