A quote from Andrew MacKinley MP, which reveals a lot about how long term local politics works:

It has taken the Tories 15-20 years to come back in some of the areas of local government that were wiped out when Mrs Thatcher/Mr Major was unpopular. It takes twice as long to rebuild when you lose the activist framework.
